Just add the bonuses from the two perks + default speed to get the actual value. COB is 125%, Overcharge is 130% at max. You only count default speed once, so that would actually be 100% + 25% +30%. You're actually getting 155% speed at best, 110% at worst when overcharge hasn't ramped up yet. 3.
